Flood Watch issued December 11 at 3:21AM EST until December 12 at 7:00AM EST by NWS Burlington VT

Heavy rain may fall on a deep primed snowpack leading to the melt
increasing. Flows in rivers may increase quickly and reach critical
levels.

* WHAT…Both river and flash flooding caused by rain and snowmelt
continues to be possible.

* WHERE…Essex County in New York and all of Vermont except for
Grand Isle County.

* WHEN…From 1 PM EST this afternoon through Thursday morning.

* IMPACTS…Excessive runoff may result in flooding of rivers,
creeks, streams, and other low-lying and flood-prone locations.
Flooding may occur in poor drainage and urban areas.

* ADDITIONAL DETAILS…
– A strong storm system will bring periods of moderate to heavy
rain to Vermont and parts of northern New York from this
afternoon into the overnight. Heavy rain along with snow melt
from warm temperatures will lead to possible flooding. Flash
flooding and main stem river flooding are both possible.
Total rainfall before a transition to snow early Thursday
morning will be between one and a half to two and a half
inches in the watch area.
