* WHERE…Portions of northeast Kentucky, southeast Ohio, southwest
Virginia, and central, northeast, northern, southern, and western
West Virginia.

* WHEN…From 1 AM to 3 PM EST Monday.

* IMPACTS…The cold wind chills as low as 10 below zero could
result in hypothermia if precautions are not taken.
