* WHAT…Very cold wind chills of 15 to 24 below expected.

* WHERE…Portions of central New York and northeast Pennsylvania.

* WHEN…Until noon EST Wednesday.

* IMPACTS…The dangerously cold wind chills could cause frostbite
on exposed skin in as little as 30 minutes.

* ADDITIONAL DETAILS…The coldest period during this cold weather
outbreak will be Tuesday night and early Wednesday morning.
