* WHEN…For the Extreme Cold Warning, until 11 AM EST this morning.
For the Cold Weather Advisory, from 1 AM to 9 AM EST Wednesday.

* IMPACTS…The cold wind chills as low as 15 below zero could
result in hypothermia or frostbite if precautions are not taken.
