* WHAT…Dangerously cold wind chills as low as 35 below.

* WHERE…All of the combined Panhandles, minus the far southeast
Texas Panhandle.

* WHEN…Until noon CST today.

* IMPACTS…The dangerously cold wind chills as low as 35 below zero
could result in hypothermia and could cause frostbite on exposed
skin in as little as 10 minutes.
