* WHAT…Very cold wind chills as low as 40 below expected.

* WHERE…In Minnesota, Big Stone and Traverse Counties. In South
Dakota, Clark, Codington, Deuel, Grant, Hamlin, and Spink Counties.

* WHEN…From midnight tonight to noon CST Tuesday.

* IMPACTS…The dangerously cold wind chills as low as 40 below zero
could cause frostbite on exposed skin in as little as 10 minutes.
Frostbite and hypothermia will occur if unprotected skin is
exposed to these temperatures.
