* WHAT…Very cold wind chills from 30 below to 40 below expected.

* WHERE…Most of eastern North Dakota and the northwest quarter of
Minnesota.

* WHEN…From 9 PM this evening to 10 AM CST Thursday.

* IMPACTS…The dangerously cold wind chills as low as 40 below zero
could cause frostbite on exposed skin in as little as 10 minutes.
