* WHERE…In Arkansas, Benton County. In Oklahoma, Muskogee, Creek,
Delaware, Mayes, Okmulgee, Osage, Pawnee, Rogers, Tulsa, and
Wagoner Counties.

* WHEN…From midnight tonight to 9 AM CST Thursday.

* IMPACTS…The cold wind chills as low as 5 below zero could result
in frostbite and hypothermia if precautions are not taken.
