* WHAT…Dangerously cold wind chills as low as 12 below possible.

* WHERE…The far southern Texas Panhandle, South Plains, and
Rolling Plains.

* WHEN…From Tuesday evening through Thursday morning.

* IMPACTS…The cold wind chills as low as 12 below zero could
result in frostbite or hypothermia if precautions are not taken.
An extended period of freezing temperatures could cause ruptured
water pipes.
