* WHERE…Portions of southern Illinois, southwest Indiana, western
Kentucky, and southeast Missouri.

* WHEN…Until 10 AM CST /11 AM EST/ Thursday.

* IMPACTS…The cold wind chills as low as 8 to 14 below zero could
result in hypothermia if precautions are not taken.
