* WHERE…Pecos, Terrell, Crane, Loving, Ward, and Winkler Counties,
and Reeves County Plains.

* WHEN…Until 10 AM CST Thursday.

* IMPACTS…Wind chill values can lead to hypothermia with prolonged
exposure. Very cold temperatures can lead to hypothermia with
prolonged exposure.
