* WHERE…Portions of northwest North Carolina, southwest Virginia,
and southeast West Virginia.

* WHEN…From 8 AM Thursday to 10 AM EST Friday.

* IMPACTS…The cold wind chills as low as 10 below zero could
result in hypothermia if precautions are not taken. Wind chill
values and very cold temperatures can lead to hypothermia with
prolonged exposure.
