* WHAT…Very cold wind chills as low as 10 to 15 below expected
above 3500 feet.

* WHERE…Graham, Haywood, Madison, Mitchell, Swain, and Yancey
Counties.

* WHEN…From 7 AM Thursday to 10 AM EST Friday.

* IMPACTS…The cold wind chills as low as 15 below zero could
result in hypothermia or frostbite if precautions are not taken.
