Overflowing poor drainage areas. * ADDITIONAL DETAILS... - At 736 AM CDT, emergency management reported heavy rain in the advisory area causing ponding of water on roadways in Emporia and other poor draining areas in Lyon County. This is causing urban and small stream flooding. Between 1 and 2.5 inches of rain have fallen. -
