Winds gusting as high as 50 mph. * WHERE...Kivalina and Red Dog Dock, Lower Kobuk Valley and Baldwin Peninsula. * WHEN...Until 3 AM AKST Tuesday. * IMPACTS...Travel will be difficult. Areas of blowing snow could significantly reduce visibility.
