* WHAT...Minor coastal flooding. Inundation of around 2 feet above ground level is possible along shorelines and low- lying coastal areas. * WHERE...Western Whatcom County and Western Skagit County zones. * WHEN...Until 9 AM PST this morning. * IMPACTS...Minor coastal flooding due to tidal overflow is expected around high tide. This may lead to flooding of parking lots, parks, and roads, with only isolated road closures expected. * ADDITIONAL DETAILS...Highest impacts will occur in the hours near high tide at around 6 AM. Winds and waves may locally exacerbate impacts, particularly along south and southeast- facing shorelines.

Lake Effect Snow Warning issued December 12 at 3:36AM EST until December 13 at 7:00AM EST by NWS Burlington VT

* WHAT...Heavy lake effect snow expected. Total snow accumulations up to 14 inches. Winds gusting as high as 40 mph. * WHERE...Southeastern St. Lawrence, Southern Franklin, and Southwestern St. Lawrence Counties. * WHEN...Until 7 AM EST Friday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous. Areas of blowing snow expected in parts of northern New York. Visibilities may drop below 1/4 mile due to falling and blowing snow. Travel could be very difficult to impossible. The hazardous conditions will impact parts of southern St. Lawrence and Franklin Counties for the Thursday morning and evening commutes.
