* WHAT...Very cold wind chills as low as 39 below expected. * WHERE...Portions of northwest Minnesota and northeast North Dakota. * WHEN...From midnight tonight to noon CST Wednesday. * IMPACTS...The dangerously cold wind chills as low as 40 below zero could cause frostbite on exposed skin in as little as 10 minutes. Wind chill values this low can lead to hypothermia with prolonged exposure.
