* WHAT...Blizzard conditions. Additional snow accumulations between 2 and 4 inches. Winds gusting as high as 65 mph. * WHERE...Boone, Madison, Platte, Stanton, and Wayne Counties. * WHEN...Until 7 PM CDT this evening. * IMPACTS...Visibilities may drop below 1/4 mile due to falling and blowing snow. Plan on slippery road conditions. Widespread blowing snow will significantly reduce visibility. The hazardous conditions will impact the Wednesday evening commute. Very strong winds will cause extensive tree damage.

Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore.

For the Buffalo River...including Lobelville, Flat Woods...elevated river levels are forecast. * WHAT...Flooding from excessive rainfall. * WHERE...Buffalo River near Lobelville. * WHEN...From this morning to tomorrow evening. * IMPACTS...At 12.0 feet, Water continues to inundate low lying areas and agricultural land along the river, and covers portions of Dailey Loop and Caruthers Trace Lane. Water also approaches Old State Hwy 13 south of School House Rd, and begins to impact properties on Lost Creek Rd
