* WHAT...Flooding caused by an ice jam is occurring on Great Gully Brook. * WHERE...A portion of central New York, including the following county, Cayuga. * WHEN...Until 530 PM EST Friday. * IMPACTS...Flooding of Great Gully Creek and roads nearby will continue. * ADDITIONAL DETAILS... - At 400 PM EST, Local officials reported that the ice jam continues and has gotten worse. The ice jam extends from the walking bridge to the mouth of the lake. Flooding is already occurring and mitigation is being attempted. - Some locations that will experience flooding include... A light mix of rain and snow is developing over the area. Temperatures will be near freezing at first, which could cause localized patchy ice on untreated surfaces. Temperatures will rise overnight to eventually end the ice threat, but until then exercise caution for possible slick spots.

* WHAT...Very cold wind chills as low as 14 below expected. * WHERE...Lackawanna, Luzerne, Pike, Southern Wayne, and Wyoming Counties. * WHEN...From midnight tonight to 8 AM EST Wednesday. * IMPACTS...The cold wind chills as low as 10 below zero could result in hypothermia if precautions are not taken. * ADDITIONAL DETAILS...The coldest wind chills will be observed over the higher terrain areas of Lackawanna, Luzerne, Pike and Southern Wayne Counties. Wind chills in the Wyoming Valley will drop to around 5 below zero.

Roads and sidewalks which contained standing water and slush have started to refreeze across most of the region leading to slick and hazardous surfaces. Continue to allow extra time if traveling overnight as temperatures continue to fall. Slick conditions may continue into the Monday morning commute as well.
