In Vermont, Caledonia, Essex, and Orleans Counties. * WHEN...Until 10 AM EST this morning. * IMPACTS...The dangerously cold wind chills as low as 15 to 25 below zero could cause frostbite on exposed skin in as little as 30 minutes. * ADDITIONAL DETAILS...Wind chill temperatures for mountain peaks are expected to be even colder, between 25 and 40 degrees below zero.
