* WHAT...Very cold wind chills as low as 20 below. * WHERE...Cameron, Elk, McKean, Northern Clinton, Northern Lycoming, Potter, Sullivan, Tioga, and Warren Counties. * WHEN...Until noon EST Wednesday. * IMPACTS...The dangerously cold wind chills as low as 20 below zero could cause frostbite on exposed skin in as little as 30 minutes. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures.

* WHAT...Heavy snow expected. Total snow accumulations between 4 and 6 inches. Higher amounts are possible on the hill tops like South Mountain, Blue Mountain and the Furnace Hills. * WHERE...A portion of central Pennsylvania. * WHEN...From 4 AM to 10 PM EST Sunday. * IMPACTS...Roads, and especially bridges and overpasses, will likely become slick and hazardous. Visibilities may drop below 1/4 mile due to falling and blowing snow. Travel could be very difficult. * ADDITIONAL DETAILS...The heaviest snow will fall between 2 and 6 PM EST. Rates of 1 inch per hour or higher are possible during that time
