Subject: Prevention of Lake Hood Water-Lane Incursions & Pilot Deviations There has been an increase in Pilot Deviations at Lake Hood when aircraft operating on the surface of the water crossed active sea-lanes without an air traffic control (ATC) clearance. Crossing an active sea- lane without an ATC clearance is a Runway Incursion defined as any occurrence at an aerodrome involving the incorrect presence of an aircraft, vehicle or person on the protected area of a surface designated for the landing and take-off of aircraft.
