FEMA Offices to Close for President Carter’s State Funeral, Jan. 9 SANTA FE, New Mexico — President Joe Biden has declared Thursday, Jan. 9, a National Day of Mourning for former President Jimmy Carter, who died on Dec. 29 at the age of 100. The official state funeral for Carter will take place on Jan. 9 in Washington, D.C. President Carter established the Federal Emergency Management Agency (FEMA) on April 1, 1979.
