For the following areas... S of Cape Hatteras NC to Ocracoke Inlet NC out to 20 nm... Waters from Cape Hatteras to Ocracoke Inlet NC from 20 to 40 nm... At 136 AM EDT, a severe thunderstorm capable of producing waterspouts was located 8 nm south of Monitor Marine Sanctuary, moving northeast at 45 knots. HAZARD...Waterspouts and wind gusts 34 knots or greater. SOURCE...Radar indicated. IMPACT...Waterspouts can easily overturn boats and create locally hazardous seas. Small craft could be damaged in briefly higher winds and suddenly higher waves. Locations impacted include... Diamond Shoals and Monitor Marine Sanctuary.

Water over roadways. Overflowing poor drainage areas. * ADDITIONAL DETAILS... - At 1126 PM EDT, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. * WHAT...Dangerous rip currents and large breaking waves in the surf zone. * WHERE...Hatteras Island beaches. * WHEN...Through Wednesday evening. * IMPACTS...Rip currents can sweep even the best swimmers away from shore into deeper water. Dangerous shore break can throw a swimmer or surfer head first into the bottom causing neck and back injuries. * ADDITIONAL DETAILS...The most likely time for strong rip currents to occur is a couple hours either side of low tide, which will occur around 2:45 PM Wednesday.

At 133 AM EDT, strong thunderstorms were located along a line extending from 26 nm east of Rodanthe to 11 nm northeast of Cape Hatteras, moving east at 45 knots. HAZARD...Wind gusts to nearly 50 knots. SOURCE...Radar indicated. IMPACT...Small craft could be damaged in briefly higher winds and suddenly higher waves. Strong thunderstorms will remain over mainly open waters.
