Disaster Recovery Center Delayed Opening on Dec. 21 due to Forecasted Inclement Weather CHARLESTON, W.Va.– Due to forecasted weather, and out of an abundance of caution for Mercer County residents and FEMA staff, the FEMA-state Disaster Recovery Center (DRC) in Bluefield will have a delayed opening tomorrow, Dec. 21. FEMA is planning to open the DRC one hour later than previously scheduled, 9 a.m. instead of 8 a.m., and may make additional changes on Saturday morning based on weather conditions.
