* WHAT...Temperatures in the single digits and teens will combine with gusty north winds to produce dangerously cold wind chill readings dropping to near or below zero. * WHERE...All of west central Texas. * WHEN...From Tuesday evening through Thursday morning. * IMPACTS...The cold wind chills as low as 5 below zero could result in hypothermia if precautions are not taken. Frostbite and hypothermia will occur if unprotected skin is exposed to these temperatures. An extended period of freezing temperatures could cause ruptured water pipes.

* WHAT...Large breaking waves of 5 to 7 feet with sets up to 8 feet on west-facing beaches. * WHERE...San Diego County Coastal Areas. * WHEN...Until 10 PM PST this evening. * IMPACTS...Dangerous swimming and surfing conditions and localized beach erosion. * ADDITIONAL DETAILS...Minor flooding is possible in low-lying areas along the beach, such as beach parking lots. Surf diminishes this evening, but local sets to 8 feet are possible through early Sunday.
